It depends on what you are cooking. If you want a rich broth, put the meat in cold water.
If the goal is to get juicy meat, it is placed in boiling water.
This rule is also relevant for vegetables. If they are boiled for salad, put them in boiling water, if for broth - in cold water.
Pelmeni, meatballs, rice and pasta are put into boiling water. Buckwheat and potatoes can be put into both cold and boiling water.
