Expert of the online publication "BelNovosti", landscape designer and agronomist Anastasia Kovrizhnykh identifies three reasons that most often lead to this result.

Temperature
Many people forget that cabbage needs a comfortable temperature for proper development. The vegetable feels good and forms heads in relatively cool weather.
Temperature readings should vary around 20-25 degrees.
If it is hotter outside, you need to think about your next steps.
Lighting
It is not recommended to plant the vegetable next to tall neighbors: if there is insufficient lighting, the heads of cabbage may not form at all. Therefore, this point should be taken into account at the stage of planning the plantings.
Liquid
Remember that cabbage needs to be watered regularly according to a properly selected schedule. In this case, the probability of collecting a quality harvest will be significantly higher.
