The first thing to do when buying is to check the overall appearance of the plant.
It wouldn't hurt to touch the seedling to make sure that they aren't trying to palm off a dry specimen on you: its branches shouldn't make louder ("hollow") sounds when moving.
If you still have doubts, ask the seller to cut the branch and examine the cut - it should be green inside.
The plant's root deserves your attention. Of course, it will be better if it looks large and strong. However, this point does not matter when you buy dwarf plants - their roots will, of course, be smaller.
Those who buy a potted plant should make sure that it is not over-dried.
If the seedling in front of you has leaves, check the foliage for the presence of pests or signs of any diseases: fungal, bacterial or viral.
