Deputy Chairman of the Russian Security Council Dmitry Medvedev announced this on October 17 at a specialized meeting.

As reported by the Deputy Head of the Russian Security Council, as of mid-October, the annual plan for staffing the army with contract soldiers has been fulfilled by 78%.
Overall, the pace is quite decent, Medvedev stated.
He called for preventing failures and other problems related to recruitment, and reported that on Tuesday, together with representatives of the Federal Security Service and the prosecutor's office, he visited a recruitment point in the Yaroslavl region.
According to Medvedev, the situation has improved significantly compared to 2023; no systemic violations in the registration of military personnel have been identified.

In July, Medvedev reported that 190,000 people had signed up for contract service in the first half of this year.
