Cats scratch the floor near their bowls due to natural instinct: the cat is trying to bury the remains of food, just like its wild ancestors did.
This is completely normal behavior, the only thing you should worry about is the condition of the floor.
To prevent your cat from scratching the floor, feed it small portions. If there is no food left in the bowl, your pet will not bury it.
Scratching the floor may also mean that the cat simply doesn't like the food.
