Use it to cover the area that has been overrun by goutweed. Over time, the roots of the grass will degrade and die.
But you should avoid digging up the area with a shovel - this will only contribute to the spread of goutweed, because each piece of its chopped rhizome will give life to a new bush.
If you decide to get rid of goutweed by regularly weeding out the top part, it would be better to use a pitchfork.
