An expert of the online publication BelNovosti, agronomist, landscape designer Anastasia Kovrizhnykh gave a clear answer.
Rather than reapplying old mulch, it should be removed in the spring.
The covering material should be disposed of, for example, by burning it.
Why is it worth taking such drastic measures? The thing is that old mulch is usually a habitat for various pests, as well as pathogens of all kinds of diseases.
