This rule is related to the fact that excess moisture, especially in heavy soil, displaces all the oxygen from the soil, causing the roots to suffocate.
For the same reason, it is necessary to regularly loosen the soil, and also take care to make holes in the containers with seedlings and cover the bottom of the containers with a drainage layer.
Experienced gardeners strongly recommend using trays to allow bottom watering of seedlings.
If you choose top watering, you should pour water until it reaches the tray - this is the only way you can be sure that the entire soil lump is thoroughly soaked.
You can check if you made a mistake by pressing on the soil after a while. If it releases moisture, unfortunately too much water was used.
