What products need to be prepared?
- a kilogram of pepper and minced meat (it is better to take a mixture of pork and beef);

- three medium-sized onions;
- half a kilo of potatoes;
- carrots (one piece);
- 2-3 tomatoes;
- a couple of bay leaves, oil for frying, salt and the necessary spices.
How to cook?
First, you need to prepare the rice. First, bring the cereal to readiness, and then lightly fry it in a small amount of vegetable oil. Add the component to the mince along with chopped onion, a small amount of salt and the necessary spices. But still leave one onion.
Then, in a suitable sized dish, fry the onion and carrot, then process the tomatoes. After a few minutes, you can put the pepper itself.
Put the chopped potatoes in, pour in the water. All that remains is to add the bay leaf, salt and selected spices. As soon as the potatoes are cooked, you can turn off the stove.
