They decide to prepare formula at home, then pour it into a thermos, and when the child asks to eat, fill a bottle with it and feed the “starving” one.

The whole point is that the prepared milk mixture is a perishable product. It should be consumed immediately after preparation.
If this is not done, then in just 20-30 minutes, a variety of bacteria will begin to actively develop here, and, as you understand, they are far from safe.
But you can’t sit at home with your child all the time to have the opportunity to prepare fresh formula for him!
Of course, you shouldn't do this - just the next time you go for some fresh air with a stroller, go out to visit someone or go to a clinic, take a sterilized bottle with the required amount of dry mixture inside. And pour the required amount of boiled and cooled to 40-45 degrees water into a thermos.
When it's time to feed, fill the bottle with water from a thermos and offer it to your baby.
