Age
Everything is clear here. Most often, young animals start behaving unpredictably on the street.
For them, everything seems new, special, and therefore unusual.
The reason is not in the character, but in the fact that at home the dog is not distracted by anything and there are no external stimuli.
On the street, due to inexperience, dogs may begin to ignore commands and otherwise surprise the owner.
Experience
As for adult dogs, they may act up because the owner does not follow the pet walking schedule.
