Insufficient watering
The most obvious and quite common reason is lack of water.

The apple tree is growing in the "wrong" place

In this form, the fertilizer can cause serious damage to the root system of the apple tree. Because of this, the plant will not receive a sufficient volume of moisture "extracted" from the soil.
