There is no need to replenish the moisture deficit in the potato bed before the plant blooms. This will lead to the tops developing first. In this case, the root system will be weak.
But regular watering of the plant during and after flowering is a must.
If you do not water the plant in time during these periods, you cannot count on the full formation of tubers. It is unlikely that you will be able to collect a good potato harvest.
