In Belarus, the procedure for calculating fees for housing and communal services for vacant housing of incapacitated citizens has changed.
The corresponding resolution No. 825 was adopted by the government on November 11.

How the procedure for calculating utility charges for vacant housing of incapacitated citizens has changed
As reported by BELTA with reference to the Ministry of Housing and Communal Services, additional mechanisms for social protection of incapacitated citizens permanently residing in social service institutions have been identified.
If such a citizen owns an empty apartment, his legal representatives can contact the RSC at the location of the housing, and from December 1 of this year, the fee for technical maintenance and heat supply will be calculated at subsidized rates.
If the apartment does not have gas, water or electricity meters, no fees will be charged for such services.
The resolution also limits the period for recalculation for certain services in the event of leaving the permanent place of residence for a period of more than ten days: such recalculation is now carried out for a period of no more than 3 years.
