The Ministry of Labor commented on the decree on increasing the salaries of public sector employees performing additional work duties

On November 21, Belarusian President Alexander Lukashenko signed a decree providing for an increase in salaries for public sector employees performing additional work duties.

The Ministry of Labor and Social Protection commented on the decree's innovations.

What will change in public sector workers' salaries?

Heads of budgetary organizations will be able to approve a staffing level of fewer employees than that determined by regulatory documents.

At the same time, the salary fund does not change. The saved funds will be used to pay additional payments to those employees who will perform additional work functions.

The amount of the additional payment will be up to 100% of the salary for the worker's profession/employee position for which additional work functions will be performed (depending on the volume of work performed). Thus, the employee will be able to increase the salary up to two times.

The performance of additional work functions will be carried out only with the consent of the employee and during the established duration of the working day.

An employee may refuse to perform additional work functions, and an employer may cancel the order to perform them.

To do this, the parties, the employee or employer, must notify in writing of this decision 2 weeks in advance, the Ministry of Labor said.

The department noted that this mechanism was tested as part of a pilot project involving 35 budgetary organizations.

The additional workload per employee averaged 0.5 full-time positions. Salaries increased by one and a half times on average.

The project participants noted the effectiveness of the new mechanism.
