In Belarus, the procedure for paying the recycling fee when importing cars from the territory of the Eurasian Economic Union member countries has changed.

The changes that came into force were explained to Belarusians by the State Customs Committee.

The criterion for determining the rate for vehicles imported (imported) from the territory of the EAEU member states is the conclusion of an independent assessment of the CU, BELTA reports with reference to the State Customs Committee of the Republic of Belarus.

This conclusion is issued by the legal entity that carries out the assessment.

An independent assessment of a vehicle is made on the basis of the market value of similar goods “in the country of purchase for the purpose of their import into the territory of the EAEU, at which similar goods are sold or offered for sale under normal (market) trading conditions.”

At the same time, the purchase of vehicles by private retail buyers who are not connected with the seller by long-term commercial relationships, and the purchase of the same vehicles by persons acting as official dealers of the manufacturer of a vehicle of a given brand, who jointly with the manufacturer bear certain obligations to the end buyer (warranty service, acceptance of claims, after-sales service, etc.), are carried out under different conditions, the State Customs Committee informs.

Resolution of the Council of Ministers No. 830 "On Amending the Resolution of the Council of Ministers of the Republic of Belarus dated July 1, 2019 No. 437" dated November 12 of this year provides for the non-application of the provisions of paragraph 3' of Resolution No. 437 to vehicles when the payer of the recycling fee is a dealer or distributor.

The regulations also do not apply if the vehicle was registered in the territory of the EAEU for at least one year before the date of submission of the document on payment of the fee.
