What can quad bikers be held accountable for?

As the Department of Internal Affairs explained, riding an ATV is not an offense, but in the event of a violation of public order (harassing citizens, throwing garbage, climbing on cars), the ATV driver will be held administratively liable under Article 19.1 of the Code of Administrative Offenses (petty hooliganism).

Liability under this article begins at the age of 16.

They can also be held criminally liable for hooliganism (Article 339 of the Criminal Code) or damage to property (Article 218 of the Criminal Code).

For example, scratches and dents on cars, or an ATV attacks someone and the person receives bodily injuries, the Department of Internal Affairs explained.

According to these articles, liability begins at the age of 14.

If the offender has not reached the appropriate age, the parents are held liable under Article 10.3 of the Code of Administrative Offences (failure to fulfil responsibilities for raising children).
