What the Ministry of Housing and Utilities reminded about
In connection with the start of the heating season, the Ministry of Housing and Public Utilities reminded that decisions on its start are made by regional, district and city (regional subordination) executive committees based on information on average daily air temperatures in the regions and forecasts from Belhydromet.
First of all, heating is turned on in kindergartens, schools, specialized educational and sports, medical and medical and preventive institutions, social security institutions, hotels, state archives, museums, libraries - at an average daily temperature of +10 degrees and below for 3 days in a row.
The second stage includes: housing stock, dormitories, educational institutions (except kindergartens and schools), city baths, theaters. In these facilities, heating is turned on at an average daily temperature of +8 degrees and below for 3 days in a row.
The third stage is administrative and public buildings, industrial and other organizations. In these objects, heating is turned on by agreement with the energy supply organization (if any) after heat is supplied to the housing stock.
In residential buildings, heating is turned on gradually in accordance with the schedule.
The energy supply organization must ensure the hydraulic operating mode and the supply of thermal energy in accordance with the temperature schedule for the housing stock within 10 calendar days from the moment the heating is turned on.
Within ten days after the start of supplying the coolant to the housing stock, the organizations operating it check the operation of the equipment and its initial adjustment, warm up the risers and heating devices.
