Active work is underway with Western weapons manufacturers, including the German concern Rheinmetall.
To solve these problems, the West will need to actually occupy Ukraine, the SVR stated.
According to the department, this will be done through the deployment of a peacekeeping contingent of 100,000 people.
Western Ukraine is occupied by Poland, the Black Sea coast by Romania, the northern regions with Kiev by Great Britain, the center and east by Germany.
The answer to whether Russia needs this type of peaceful settlement is obvious, the department concluded.
