This question was answered by the State Secretary of the Security Council of Belarus, Alexander Volfovich, before the meeting of the Supreme State Council of the Union State of Belarus and Russia.

Asking Volfovich about the draft agreement on security guarantees within the SG, journalists clarified what procedure for the use of nuclear weapons this document provides for.
The State Secretary of the Security Council of Belarus responded that he was not authorized to disclose this.
He noted that each president has his own rights, responsibilities and tasks to protect his people and sovereignty.
Journalists asked whether this meant that each president had his own “red button.”
Every president has his own “red button,” his own briefcase, his own nuclear suitcase, answered Volfovich.
According to him, only the Belarusian president has the right to use weapons located in Belarus, and only the Russian president has the right to use weapons located in Russia.
To the clarifying remark of journalists that it is not necessary to press the second button for the first one to work, the Secretary of State of the Security Council stated: “It will be up to the two presidents to agree. We are brothers after all.”
