US President Joseph Biden will not allow Ukraine to strike deep into Russia until he is familiar with the victory plan of Ukrainian President Volodymyr Zelensky.
This was reported by the British publication The Sunday Times, citing sources.

According to the Times, British officials familiar with the course of Biden's talks with British Prime Minister Keir Starmer on September 13 in Washington were surprised that the American leader paused the question of strikes deep into Russia.
The publication notes that there is no unity in the Biden administration on this issue: Secretary of State Antony Blinken is in favor of lifting restrictions, while Biden's national security adviser Jake Sullivan is against it.
The problem is Sullivan, not Blinken, a British military source told the Times.
According to the publication, the US President is not ready to publicly allow Kyiv to strike deep into Russia with British Storm Shadow missiles, which use American components in their production, but is not against the use of American reconnaissance systems if these missiles are used.
Biden and his team want to stick to a wait-and-see tactic until Zelensky presents his winning plan, the publication says.
The Ukrainian president is expected to present his plan at the United Nations General Assembly in late September.
The publication notes that Zelensky will first introduce Biden's plan, and then US presidential candidates Donald Trump and Kamala Harris.
