A valance is a frill or lace border that hangs down under something, a carved cornice in Russian wooden architecture, and the overhang of a ship's stern above the rudder.

We will talk about the first meaning. People used the word podzor to denote not only a frill, but also a long, wide white cloth with a lace border.
