How to "Fix" Loose Soil
Of course, you can take the most difficult path - completely replace the top layer with soil that is fertile and of normal consistency.
A serious drawback of this approach is that it is labor intensive.
A slightly less complicated method: first you need to remove a whole layer of soil, then you need to put a thick layer of compost, then you should completely dig up the area, and then return the previously removed layer.

The gist of it is this: you need to regularly sprinkle the soil with mulching material. It is advisable to use compost or mown grass as the latter.
