The Russian Ministry of Economic Development commented on the refusal to accept old-style dollars from Russians abroad.
According to Nikita Kondratyev, head of the Department of Economic Cooperation and Special Projects of the Ministry of Economic Development, this does not mean that they are trying to infringe on the rights of Russian citizens.

As Kondratyev explained, the refusal to accept old dollars from Russian citizens abroad does not mean that they are trying to infringe on their rights.
The situation is worldwide, the head of the department said.
He noted that some Russian banks also do not accept old dollars.
According to Kondratyev, in this way banks are trying to protect themselves from the point of view of long-term money.
This is a trend throughout the world, and not that someone is trying to infringe on Russian citizens, the representative of the Ministry of Economic Development summed up.
At the end of October, the vice-president of the Association of Tour Operators of Russia, Artur Muradyan, reported problems with exchanging old dollars in foreign banks, in particular, in Turkey and the UAE.
Muradyan recommended that Russians purchase new-style dollars or other currency that is convertible in the host country before traveling abroad.
