As Kondratyev explained, this situation is observed all over the world; old dollars are not accepted by anyone, not just Russians.
He noted that a number of Russian banks also do not accept old dollars.
According to a representative of the Russian Ministry of Economic Development, banks are simply trying to protect themselves.
