Russian President Vladimir Putin explained the increase in the number of Armed Forces by the need to staff the army with trained military personnel.
The head of the Russian state made a corresponding statement on September 18 at a meeting on the development of the Armed Forces in the context of a special operation.

Putin stated that the decree he signed recently on increasing the staffing levels of the Armed Forces is intended to ensure that the army, including units and formations of the new military districts, is staffed with trained and educated military personnel.
The head of the Russian state called this a key task for federal and regional authorities.
According to the decree, the staffing level of the Russian Armed Forces will increase by 180,000 people to 2,389,130 people, including 1,500,000 military personnel, as of December 1.
In February, the Russian president signed a decree providing for the abolition of the Western Military District, the re-establishment of the Leningrad and Moscow Military Districts, the deprivation of the Northern Fleet of its status, which effectively equated it to the Military District, and the inclusion of the DPR, LPR, Zaporizhia and Kherson regions in the Southern Military District.
