Perhaps the animal has no health or parasite problems. It is possible that the four-legged friend was simply scared of something. For example, loud sounds.
Try to make the environment less stressful for the dog.
Or maybe the pet is simply bored. So he tries to "entertain" himself by biting his tail.
The problem is solved simply: start devoting more time to the animal. Go for walks with your four-legged friend more often, play with it.
