Firstly, this concerns breeds with sensitive hearing, that is, those dogs that are able to detect ultrasound.
For them, the sound of rain may seem loud and even irritating.
Secondly, due to the peculiarities of dogs' vision, in cloudy weather and during rain it becomes more difficult for them to control the situation. It is believed that they do not see objects and the picture as a whole so clearly.
Thirdly, during rain, dogs become especially sensitive to smells, of which there are many more on the street than the human nose can sense and distinguish.
Therefore, the dog may not be particularly keen to walk in the rain, if it wants to leave the house at all.
