It is possible that your interlocutor is an indecisive and shy person. Therefore, it is worth checking for other signs.
Often distracted by smartphone
Of course, frequent glances at a mobile phone screen can be explained as follows: a person constantly receives messages.
However, if your interlocutor respects you, he will definitely explain the situation and say: “Sorry, I have important correspondence, we’ll talk normally later, when I’m free.”

Unwillingness to answer in detail indicates that the person is closed.
