It seems that this decorative element is strictly prohibited in this country.
This is how it happened historically. In the 17th century, this country actually banned curtaining windows by law.
This law was passed so that every resident of the country could be sure that his neighbor lives within his means.
The royal guard had the right to look into windows during their rounds to check whether citizens were disturbing the peace.
This law, by the way, is still in effect, but is not mandatory to enforce.
