At the recently held first meeting of the Presidium of the All-Belarusian People's Assembly this year, the issue of population outflow from the provinces was raised.
The head of the Presidential Administration, Dmitry Krutoy, spoke on this issue.
In particular, he presented a draft decree on strengthening the role of heads of district executive committees in the development of regions.
According to him, strong regions are a priority for the next five years.
The corresponding tasks were set for the heads of district executive committees by Alexander Lukashenko following his visit to these regions.
The main goal is to stop the outflow of economically active population, Belarus Segodnya quotes Krutoy as saying.
According to his data, the source of which is the National Statistical Committee, from the “average region” of 8,000 to 10,000 workers there are up to 300 to 400 citizens leaving the region annually.
In this regard, the head of the Presidential Administration made several proposals.
In particular, he initiated urgent restoration of work:
– rayagroservices;
– mobile mechanized construction columns;
- agricultural chemicals;
- organizations servicing milking installations, drilling water wells, and providing fuel.
The second initiative is to implement reforms in the agro-industrial complex, including:
- targeted, economically sound and financially verified unification of farms in relation to the leaders and beacons of the region;
– resumption or expansion of the practice of using mechanical detachments;
– relocation of cattle to new dairy farms;
– accelerated melioration;
– work with dilapidated houses;
– involvement of lands in agricultural circulation.
The third proposal is the active involvement of economically unemployed citizens in the regions.
