Belarusian deputies adopted the draft law “On Amendments to Codes on Education Issues” in the second reading.
The press service of the House of Representatives of the National Assembly reported this on its official Telegram channel.
The document introduces a number of innovations, including those concerning young specialists.
Those of them who were dismissed due to conscription into military service, but were not sent to serve in it, are guaranteed the opportunity to take up their previous position.
A longer period of time is given for this – increased to 10 calendar days.
The government has been empowered “to determine, by the Education Code, cases of redistribution and redirection to work of young specialists.”
For example, this could be a redirection to service in the Ministry of Internal Affairs, the Customs Committee, or the Investigative Committee.
If an organization that ordered personnel from a university or secondary specialized educational institution unreasonably terminates or fails to fulfill the terms of the contract for targeted training, it is obliged to reimburse the funds spent by the state on training the specialist.
Orphans and children left without parental care who graduate from among the children are exempt from reimbursement of funds spent by the state.
However, this is only on condition that it is not possible to provide them with a new job upon redistribution:
- at the place of residence;
– at the place of inclusion in the lists of those in need of improved housing conditions.
Local authorities have been given the right to organize free transportation of students within large populated areas to educational institutions located there.
The right to free transportation of schoolchildren to places where educational, sports and some other events are taking place is also granted.
In turn, students in grades 9-11 have the opportunity to study to become car and self-propelled vehicle drivers in schools in cities and urban-type settlements.
Another innovation concerns individual entrepreneurs – now they are not allowed to implement preschool and special education programs.
Citizens studying on a fee-paying basis in private and public educational institutions are entitled to receive a Presidential scholarship.
Grants will be allocated for training foreigners under an educational program to prepare individuals for admission to Belarusian educational institutions.
The list of children who have priority right to admission to sanatorium boarding schools has been supplemented with the category of “disabled children” under 18 years of age.
Children with autism spectrum disorders will be provided with speech therapy.
Students may be exempted from final examinations upon completion of their studies at the third stage of general secondary education for medical reasons.
The requirement for schoolchildren to dress in a business style has been established.
A new type of social and pedagogical institution is envisaged: an “orphanage at a monastery.”
It is envisaged that foster parents and foster parents will be included among the teaching staff.
The Ministry of Economy, in agreement with the Ministry of Education, will be able to grant the status of business schools to higher education institutions (previously, only other organizations could receive such status).
At the same time, uniform monetary standards for food expenses in kindergartens and schools, established by the Council of Ministers taking into account current food prices, are maintained.
