The Council of Ministers of Belarus clarified issues of state registration of civilian drones.
This follows from government decree No. 784 of 10/23/2024.
The document was officially published on the National Legal Internet Portal.
It is specified that civilian drones are subject to state registration in classes C0-C7.
State registration is carried out free of charge by the Department of Aviation. The decision is made within 15 working days from the date of application.
Civilian drones that are registered with the state or an equivalent procedure in another country are not subject to state registration in Belarus.
The document also defines the grounds for refusing to accept an application: submission of invalid documents; presence of incomplete/inaccurate information in the application; the drone being registered with the state or an equivalent procedure in another country.
The application is refused within 15 working days from the date of its submission. The grounds for refusal to carry out state registration have not changed.
In case of a positive decision, the operating organization is notified in writing or electronically within five working days from the date of the decision. The same period is for sending a notification of refusal.
Removing a civilian drone from the state register is also free. The decision is made within 15 working days from the date of filing the application, notification is sent within five working days from the date of the decision.
In addition, requirements have been defined for when a civilian drone is subject to state registration in class C7.
Thus, the drone has a maximum take-off weight of over 30 kilograms, is used to perform work in forestry, agriculture, geological and geodetic and other works, has manufacturer's documents confirming that the purposes of operating a civil drone correspond to the purposes of operation in the field of civil aviation, corresponds to the characteristics specified in the manufacturer's documents, and is operated in high-risk conditions.
