On Thursday, October 3, 2024, the Belarusian government submitted three draft laws to parliament.

Among them are the draft laws “On the Republican Budget for 2025” and “On the Budget of the State Extra-Budgetary Fund for Social Protection of the Population of the Republic of Belarus for 2025”.

According to the documents, the social focus of budget expenditures is maintained.

Financing of regional infrastructure and timely servicing of public debt are also ensured.

It is also reported that on October 3, the government submitted another draft law to parliament – “On Amending Laws” (on taxation issues).

The latest document proposes indexation of tax rates to the projected inflation level.

It is envisaged to increase excise tax rates on cigarettes, liquids for electronic cigarettes, strong alcohol, gas (used as automobile fuel), and motor oils.

An increase in tax rates on dividend income received by foreign organizations is also being initiated.

The 13% income tax rate for individuals who receive income under employment contracts from residents of the High-Tech Park is extended until January 1, 2028.

In addition, the draft law brings the Tax Code into line with the provisions of the Code on Architectural, Urban Planning and Construction Activities, the Law on Payment Systems and Payment Services, and other legislative acts.
