Deputies are ready to discuss citizens' proposals on the draft law on amending the codes on criminal liability issues.

This was stated by the head of the Standing Committee on Legislation of the lower house of the Belarusian parliament, Marina Lenchevskaya, at a dialogue platform in Brest dedicated to improving the legislation on criminal liability.

What Lenchevskaya said about the draft law on criminal liability

The dialogue platform was attended by the Vice Speaker of the House of Representatives Vadim Ipatov, representatives of the internal affairs agencies, the Investigative Committee, the prosecutor's office, the court, and public organizations of the Brest region.

As Lenchevskaya explained, the draft law is aimed at individualizing punishment, giving courts the opportunity to differentiate their approach to sentencing depending on the personality of the accused and the circumstances of the crime.

According to her, the bill provides for the introduction of alternative punishments to the sanctions of 97 articles of the Criminal Code.

The draft law has already been discussed at various dialogue platforms, but in the regions the first mass dialogue platform was organized in Brest. Similar events are planned to be held in other regions.

Lenchevskaya noted that the change to Article 328 of the Criminal Code (illegal drug trafficking) is causing a stir in society, in particular.

This is probably the most controversial issue today, the deputy stated.

According to her, it is proposed to liberalize Article 328: the first part of the article introduces arrest for use, for first-time distribution, freedom may be restricted, and in Part 4, the lower limit of sanctions is reduced.

The parliamentarian clarified that there is no provision for reducing the level of public danger from drug crimes.

In addition, it is proposed to humanize the approach to sentencing vulnerable categories of citizens: single men and women with children under 14, disabled persons of the first and second groups, and minors.

According to Lenchevskaya, the interdepartmental working group paid attention to strengthening the preventive component while working on the document.

The draft law will be considered in its first reading at the opening of the session on September 17, but this does not mean that the discussion on the document is over.

Conceptually, it will not change, but we are open to proposals and opinions. We are ready to discuss them on the parliamentary platform, the parliamentarian summed up.
