Draft decree on changes to traffic rules in Belarus published: what innovations are proposed

In Belarus, a draft presidential decree introducing changes to the Road Traffic Regulations has been submitted for public discussion.

The innovations initiated mainly concern cyclists and citizens using personal mobility devices (PMD).

The document was published on the republic’s legal internet portal.

Its goal is to improve traffic management, reduce the number of accidents and improve the culture of road users.

This draft decree stipulates the following requirements for cyclists and those who travel on SPM:

- dismount when crossing the roadway at a pedestrian crossing;
- dismount in some cases when moving along a bike crossing or bike path.

These initiatives are supported by the fact that the number of accidents at pedestrian crossings has increased in the country due to cyclists and citizens on pedestrian crossings ignoring traffic rules.

In particular, many of these types of violations concern the failure of a pedestrian to maintain walking speed.

By the way, the maximum speed allowed for electric scooters, gyro scooters, segways, unicycles and other SPM is 25 kilometers per hour.

It is separately noted that the movement of SPM is prohibited in pedestrian zones.

The public discussion was organized by the Ministry of Internal Affairs.
