Belarus proposes to put some minibus passengers on “black lists”

An initiative has emerged in Belarus to add some minibus passengers to “blacklists”.

They want to implement approximately the same mechanism that domestic airlines have recently been allowed to use.

The author of the proposal was the Interregional Association of Carriers (MAP).

Violent and inadequate

The organization justifies its idea by the fact that there are often cases when, due to rowdy and inadequate passengers, bus and minibus drivers’ trips are disrupted on city, suburban, intercity and international routes.

Drivers often encounter the fact that such passengers drink alcoholic beverages during the trip, pester them and other passengers, provoke quarrels, etc.

It is this category of citizens that MAP proposes to include in the “black list”.

Booking

In addition, the association initiates closing access to minibus ticket booking services for those who, having booked seats, do not show up for the flight, but do not cancel the booking.

It is noted that for this reason, drivers are losing revenue and cannot take other passengers into the virtually empty seats.

However, the Civil Code states that commercial organizations do not have the right to give “preference to one person over another with respect to the conclusion of a public contract.”

Simply put, if there are tickets on sale, then it is still impossible to refuse to purchase them to a person, even if he is a serial troublemaker, the MAP said.

Following the example of aviation

The association hopes that the situation will change in the future, as happened not long ago with air flights.

Airlines are now allowed to refuse to buy tickets to those who have been seen to be rowdy on board, drinking and causing trouble, or who have not obeyed the crew's instructions and have been held accountable for this.

Such a citizen will appear on the “black list” until information about him is removed from the unified state database of offenses.

MAP believes that it is worth considering the introduction of similar approaches in ground passenger transportation, the organization stated its position.

Its representatives added: the introduction of a “black list” of passengers on minibuses and buses will improve the level of comfort and safety in transport.
