The Russian Foreign Ministry said that the West had heard the signal in the form of plans to deploy the new Russian missile system Oreshnik in Belarus.
This statement was made on December 9 by Deputy Minister of Foreign Affairs of Russia Mikhail Galuzin.

Last Friday, a meeting of the Supreme State Council of the Union State of Belarus and Russia was held in Minsk.
Following its results, the presidents of Belarus and Russia, Alexander Lukashenko and Vladimir Putin, made a decision to place Oreshnik in Belarus.
Journalists asked Galuzin whether the West had heard the signal in the form of plans to place Oreshnik in Belarus.
I think I heard it, replied the Deputy Minister of Foreign Affairs of the Russian Federation.
He noted that the signal given on Putin’s orders in the form of the test use of Oreshnik was more than clear, informative and meaningful.
In the West, I am sure, they not only recorded it, but took it very seriously, added the Deputy Head of the Russian MFA.
