Putin clarified that he did not set conditions for negotiations for Kyiv, but conditions for peace.

I did not say that the preconditions for starting negotiations are such and such. I simply spoke about our peace conditions, the head of the Russian state stated.

On June 14, in a speech at the Ministry of Foreign Affairs, Putin announced the following conditions for a peaceful settlement: the withdrawal of Ukrainian troops from Donbass and Novorossiya, the lifting of sanctions, Ukraine's refusal to join the North Atlantic Alliance, and the consolidation of Ukraine's non-aligned and non-nuclear status.

For reference

Negotiations are communication between parties (negotiators) to achieve their goals, in which each party has equal opportunities to control the situation and make a decision, which is secured by an agreement.
