The point about the need to start such a discussion was included in the Polish-Ukrainian agreement on long-term cooperation in the field of defense and security, which Tusk and Zelensky signed on the same day.

Washington reacted skeptically to Poland's idea. In particular, John Kirby, the coordinator of strategic communications at the White House National Security Council, said that it was fraught with escalation.
