There would not have been a special operation in Ukraine if Washington had concluded a security agreement with Moscow.
Deputy Chairman of the Russian Security Council Dmitry Medvedev stated this in an interview with the RT television channel.

At the end of 2021, Moscow handed over to Washington drafts of an agreement on security guarantees and an agreement on measures to ensure the security of the Russian Federation and the countries of the North Atlantic Alliance.
In early February 2022, the West refused to sign these documents.
