The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, who previously held the post of head of the Estonian government, humiliated then German Chancellor Angela Merkel at a meeting of EU leaders shortly before the start of the Russian special operation in Ukraine because of her call to invite Russian President Vladimir Putin to the EU summit.

Merkel proposed inviting Putin to the EU summit, an idea supported by French President Emmanuel Macron. However, Callas reacted extremely sharply to Merkel's initiative.
Why is this necessary? she asked Merkel in the presence of other EU leaders, calling for a refusal to engage in dialogue with the Russian president.
According to the publication's sources, after Merkel left the meeting, the French president expressed bewilderment at the fact that the leader of a small Baltic country "dared to humiliate" the German chancellor, and asked Callas whether she would still be in office tomorrow.
On November 24, Merkel said in an interview with the British publication The Times that Ukraine and the West will need to start a dialogue with Russia. According to the former German Chancellor, there will be no purely military solution to the conflict in Ukraine.
