At the first meeting of the Presidium of the All-Belarusian People's Assembly this year, Alexander Lukashenko spoke about how the All-Belarusian People's Assembly will work.
According to him, the Supreme People's Assembly should not interfere with anyone's work and should not dominate other government bodies.
Otherwise, the President emphasized, “we will create problems for ourselves.”
He also reported that he is submitting for discussion all initiatives regarding the activities of the All-Russian People's Assembly (the structure of the Presidium, the interaction of the Chairman, as well as the Presidium with delegates), previously submitted for its consideration.
I did not make any decisions without consulting you. I think you will express your opinion. But I have said the main thing. We (I mean the Supreme People's Assembly and the Presidium) do not interfere with anyone from the authorities in any way and do not put pressure on them, the head of state's press service quotes him as saying.
He pointed out that everyone should mind their own business.
But to think that our highest representative body, the Supreme People’s Assembly, is from above and has the right to do everything in the country – one cannot live with such an approach,” added the Belarusian leader.
Lukashenko separately noted that, in general, the place and role of the Supreme People's Assembly are defined by the Constitution.
However, these are general provisions, requirements and functional responsibilities, while in detail “it is the other way around,” the President said.
Using national security as an example, he explained: in this matter (war, peace, etc.), only the Supreme People’s Assembly has the authority.
The President makes proposals in the event of a threat of war. They are considered and appropriate decisions are made, including on the transition to martial law.
A similar approach should be practiced in relation to personnel issues that are within the competence of the Supreme People's Assembly, Lukashenko noted.
And he warned that “exceptionally important issues” should be considered at the level of the Presidium of the Supreme People’s Assembly.
The Supreme People's Assembly should deal exclusively with its own issues in accordance with the Constitution. This should be the basis for the structure and relationships of the Presidium, the Chairman of the Presidium with the delegates of the All-Belarusian People's Assembly, he advised.
According to Lukashenko, it makes sense to hold Presidium meetings no more than 2-3 times a year, as issues accumulate.
As for the agenda of the current meeting, the following issues were considered:
– interaction with delegates in the period between meetings of the Supreme Council;
– raising the status of heads of district executive committees to strengthen their role in the development of regions;
– the number of Supreme Court judges.
In addition, Lukashenko added another point, but, on his initiative, it was to be discussed behind closed doors.
