The diplomat made this statement at a briefing on October 16.

The plan has five points, one of which is inviting Ukraine to join the North Atlantic Alliance until the end of the conflict.
Commenting on this initiative, Zakharova stated that this is not a plan, but a set of incoherent slogans.
