It is necessary to start from the beginning, that is, from the moment of planting pepper seedlings in the ground. Do not even think of deepening the seedlings, acting by analogy with tomatoes: this will not lead to anything good.
By the way, about seedlings: if they have blossomed and even started to set fruit, there is no reason to worry.
Once in the greenhouse, the plants will quickly "come to their senses" and the fruits that have set will begin to grow actively. However, it is not recommended to plant plants with flowers and ovaries in open ground - however, it is up to you to decide.
